You've configured your aggregation settings so that all content should be Queued before being published, but you've noticed some content is not listed under Queued in the Curate > Manage Content section of the Admin Portal?
Have you activated the Bad Word filter? If so, the Bad Word filter will automatically send any potentially abusive content directly to the Disabled list, rather than being Queued. If you'd prefer for all content be Queued, then simply disable the Bad Word filter for your term via Aggregation > Manage Terms.
